Cem Özer graduated from Istanbul Technical University, Department of Civil Engineering in 1994. He started his academic studies at the National Center for Earthquake Engineering Research (NCEER) research center at State University of Buffalo New York in September 1994. He conducted research and thesis studies on "Progressive Collapse Analysis" under the supervision of Dr. Andrei Reinhorn. In 1997, he graduated from SUNY Buffalo's Master of Science in Earthquake Engineering program.
After working on the design of highway structures in a private company in New York State between 1996-2000, he started to work as a structural design leader in Skidmore, Owings and Merrill LLP (SOM) company in San Francisco. He took part in International projects at SOM, especially with focus on earthquake resistant design of high-rise buildings.
Cem Özer has served as the Chief Project Engineer in the United States on many large-scale commercial, residential and office building projects for both private customers and the US Government. His duties included overall responsibility for quality control, budget, and program, as well as overseeing the structural design and coordinating all relevant engineering disciplines. Özer received his Professional Engineering (P.E.) license from the State of California in 2002.
Cem Özer established Statica Engineering, Architecture, Consulting Ltd. in Istanbul in 2004. Since then, Statica has undertaken many prestigious and award-winning national and international structural projects. Among these projects are Izmir Adnan Menderes New Domestic Terminal (TUCSA 2014 award), Istanbul New Airport Parking Lot and Viaducts, ZIN2 Office Building (TUCSA 2018 special award), Shangri-La Hotel (top-down method).
Having established Peikko Turkey, the young member of the Peikko Group family, one of the world's leading companies in the connection elements of reinforced concrete structures, in 2009, Özer has also assumed the role of General Manager of the company since then.
Cem Özer, who continues to give lectures and seminars on Earthquake Engineering in the Civil Engineering departments of universities, still takes an active role in the Turkish Earthquake Foundation and AFAD Turkish Earthquake Regulation Subcommittees.
